Tampa, FL: State DUID (driving under the influence of drugs) laws
should allow police expanded authority to randomly draw bodily fluids
from
drivers in order to deter people from driving while impaired by
illicit
drugs, recommended panelists at this week's two-day symposium on
drugged
driving, sponsored by The Walsh Group, the National Institute on Drug
Abuse (NIDA), and the Office of National Drug Control Policy (ONDCP).
The meeting, entitled "Developing Global Strategies for
Identifying,
Prosecuting, and Treating Drug-Impaired Drivers," focused on
ways police
could better identify drivers who have used marijuana. Panelists
proposed
allowing law enforcement officials to collect blood, saliva, and/or
urine
samples from drivers during roadside stops to test for either illicit
drugs or, in some cases, drug metabolites (inert compounds indicative
of
past drug use). Panelists agreed that an ideal policy would allow
police
the authority to test drivers both with cause (i.e. drivers believed
by
the officer to be impaired) and without cause (i.e. drivers not
believed
to be impaired).
"America's experience with workplace drug testing (where
suspicionless
drug testing is allowed) has prepared us for drugged driving
testing,"
former NIDA director Robert DuPont said. "We must move away
from the
concept of 'You can't drive impaired by drugs,' to 'You can't drive on
drugs at all.'"
Currently, eight states (Arizona, Georgia, Iowa, Illinois,
Indiana,
Minnesota, Rhode island, and Utah) have enacted so-called "zero
tolerance"
per se laws which make it a criminal offense to operate a motor
vehicle
while having a drug or metabolite in one's body or bodily fluids.
Under
such statutes, individuals can be found guilty of violating the law
if the
driver is found to have been operating a motor vehicle with any
amount of
a prohibited substance present in their system. In the case of
marijuana,
the inactive metabolite remains identifiable in the urine for days and
sometimes even weeks after its use.
NORML Executive Director Keith Stroup called such laws unfair and
bad
public policy. "While driving under the influence of pot is
never
acceptable, neither is it acceptable to treat sober drivers as if
they are
impaired simply because low levels of inactive marijuana metabolites
may
be detectable in their blood or urine," he said. "These
'zero tolerance'
laws are neither a safe nor sensible way to identify impaired drivers;
they are an attempt to misuse the traffic safety laws to identify and
prosecute marijuana smokers per se."

Bad thing is I live in Illinois... If they test me even weeks after I might smoke a jpint and any inhert unactive material is in my system then im guilty. Its just not right.

Soon we will be expected to give urine and blood just to drive, walk, talk, shop, bank etc. etc. etc.... Where does it end my friends???

I saw the name Robert Dupont in that news artical.
Red flags everywhere. That is alarming.

check it out Duponts been enemies of cannabis an hemp for a century.

If cannabis or hemp is legal they loose big not having the right equipment to make hemp oils an paints ect.

8000 BC-1793 Hemp main agricultural product.

1793–Eli Whitney patents the cotton gin. This causes a setback for hemp in world commerce. What is needed is a state-of-the-art hemp harvesting machine and decorticating machine that can separate the woody core (called "hurds") from the fibrous bark. Until these machines are invented the work still has to be done by human hands, so hemp cannot compete with cotton.

1812–United States gets into the War of 1812 against the British when they block the Russian sea ports where we get our supply of cheap hemp. This has been kept out of our elementary school books.

1913–Andrew Mellon buys out partners and takes over Gulf Oil Corporation. Henry Ford begins first auto assembly line. Gulf Oil opens first drive-in gas station.

1916–US Department of Agriculture predicts that a hemp decorticating and harvesting machine will be developed making hemp again America’s largest agricultural industry. In its Bulletin 404 the government announces that one acre of hemp will produce as much pulp for paper as 4.1 acres of trees and use only 1/4 as much polluting sulfur-based acid chemicals to breakdown the lignin that binds the pulp fibers. The article states that you would not have to use sulfure based chemcicals at all because you could use wood ash. The new hemp pulp technology for paper-making was invented this year by U.S. Department of Agriculture chief scientists in collusion with a botanist and chemist. The new process uses hemp hurds which used to be a wasted by-product of the fiber stripping process.

1916–This is the year William Randolph Hearst begins using his newspapers as a weapon against "marijuana." The enormous timber acreage and businesses of the Hearst Paper Manufacturing Division stand to lose billions of dollars and perhaps go bankrupt. Bulletin 404 is a direct threat to his investments. No one in America knows that "marijuana" is "hemp" because it is Hearst himself who brings the word "marijuana" into the English language via his newspapers. The Spanish word for hemp is "canamo". But Hearst chooses the Mexican Sonoran colloquialism, "marijuana" which guarantees that no one will realize he is talking about the world’s chief natural medicine and finest industrial resource. 1917–G. W. Schlichten patents the new decorticating machine. Now field hands won’t have to hand separate the fiber from the woody core of the plant. It is this machine that will enable hemp to be cost effective and highly competitive with cotton.

1919–Ethanol fuel (made from alcohol) is ready to compete with gasoline.

1919–Alcohol Prohibition descends on the nation. Andrew Mellon is behind this. Research.

1920–Du Pont develops synthetic additives for gasoline and oil as well as toxic sulfate and sulfite compounds used to pulp trees for paper. It is these synthetics that will begin poisoning our rivers and streams.

1920’S–Andrew Mellon’s petroleum-rich BANK loans Du Pont the money to take over General Motors.

1921– Warren G. Harding appoints Andrew Mellon Secretary of the Treasury.

1929–As Secretary of the Treasury, Mellon’s "easy money" policies have profited speculators like himself and lead to the 1929 Stock Market Crash and the Great Depression.

Research.

1931–Secretary of the Treasury, Andrew Mellon, appoints his nephew-in-law, Henry Anslinger head of the Drug Enforcement Agency–a Bureau of the Treasury Department.

1932–Andrew Mellon is removed from his post. His influence in the Treasury Department is still felt, through his nephew-in-law Anslinger.

1933–The Great Depression affects Federal spending. Congress is examining the government’s need for certain federal agencies. The DEA’s budget is cut and employees reduced.

1934–Still in the depression, the government needs money. The National Firearms Act passes Congress. This is the first act to hide Congress’ motives for raising revenue behind a prohibitive tax. Supposedly, the act was to prohibit traffic in machine guns. But the act states that anyone can buy a machine gun as long as he pays a $200 transfer tax and carries out the purchase on an order form.

1935–In need of revenue, the Treasury Department employs the taxing power of the Federal Government again. This is done through the Treasury Department’s general counsel, Herman Oliphant, who is put in charge of writing a bill that will get past Congress and the Supreme Court. He models the bill after the National Fire Arms Act.

1935–The industrial barons and financiers Mellon and Du Pont know the process to make hemp into paper and plastics is soon coming readily available and will wipe them out. Hemp has to go.

1935 through 1937–Behind-closed-doors meetings are held in the Treasury Department for two years, during which time strategy around the bill is plotted. Hemp is targeted. But they don’t use the word "hemp" in the bill. Instead, they use the Mexican slang word that Hearst brought into the country via yellow journalism, "Marijuana." This is good strategy, because no one in the hemp industry realizes they are targeting hemp and no one in the medical profession realizes they are targeting cannabis. They also decide not to introduce the bill to the appropriate committees such as food and drug, agriculture, textiles or commerce. Instead they will bring it to the House Ways and Means Committee–a group of men who are key industrial (Du Pont and Mellon) allies.

1937–The Supreme Court unanimously upholds the National Firearms Act on March 29th of this year. The Treasury Department has been waiting to see the outcome of this trial. Two weeks later, April 14, the Treasury Department introduces the Marijuana Tax Bill.



We have provided you with a large portion of those hearings on our site.

What follows here are a few statements by key witnesses on both sides of the issue, beginning with Mellon’s nephew-in-law, Anslinger.

Anslinger: "Marijuana is the most violence causing drug in the history of mankind." He proceeds to tell stories about "coloreds with big lips luring white women with jazz music and marijuana." The Congressmen of 1937 gasped at the fact that this drug seemed to cause white women to touch or even look a "Negro."

Note: After 30 years as head of the DEA, Anslinger was finally forced to retire by President John F. Kennedy because he was an embarrassment to have around. He had come under attack for racist remarks such as "ginger-colored niggers committing violent crimes traced directly to marijuana".



The question of the Treasury Department’s motive is brought up at the hearings by one of the few hemp people who has discovered what is going on and arrives as a witness in defense of the plant. His name is Matt Rens, of Rens Hemp Company. Here is what he has to say to the Committee (that is largely composed of Du Pont-Mellon allies):

Mr. Rens: Such a tax would put all small producers out of the business of growing hemp, and the proportion of small producers is considerable. The real purpose of this bill is not to raise money, is it?

Senator Brown: Well, we’re sticking to the proposition that it is.

Mr. Rens: It will cost a million.

Senator Brown: Thank you. (Witness dismissed.)



A last minute witness, Ralph Loziers, general council for the National Oil Seed Institute, representing paint manufacturers and high quality machine lubrication processors, shows up at the hearing to defend the plant. He tells the committee that hemp seed as an essential commodity used in all the Asian nations and in parts of Russia as food. Then he speaks of the need for hemp seed by American industry: "Respectable authorities tell us that in the Orient as least 200 million people use this drug and for thousands of years people have been using this drug, but never have they used the seed of this plant or the seed’s oil as a drug. It is grown in their fields and used as oatmeal. Millions of people every day are using hemp seed in the Orient for food. They have been doing that for many generations, especially in periods of famine . . . The point I make is this–that this bill is too all inclusive. This bill is a world enciting measure. This bill brings this great industry under the supervision of a bureau–which may mean its suppression."



Speaking as general council for the American Medical Association, Dr. William C. Woodward defends cannabis medicine and also protests the way the bill is being handled: "The law simply contains provisions that impose a useless expense and does not accomplish the result." Dr. Woodward goes on to say that the data being presented does not prove cannabis use has increased, but if it has, the "newspaper exploitation" {Hearst’s newspapers} of the habit has done more to increase it than anything else. When the committee asks him if he thinks federal legislation is necessary, Dr. Woodward says, "I do not . . . It is not a medical addiction that is involved."



Committee member Doughton (Du Pont ally) responds to this statement by Dr. Woodward, saying, "If you want to advise us on legislation, you ought to come here with some constructive proposals rather than criticisms, rather than trying to throw obstacles in the way of something that the federal government is trying to do."

1937–Henry Ford does not know about the conspiracy. He is growing hemp on his farm in order to show how his cars can be fueled by biomass.

1937: The new Tax Bill has not yet been passed by Congress. In November of this year Popular Mechanics and Mechanical Engineering introduce investors to a fully operational hemp decorticating device. Articles in these magazines predict billion dollar profits for hemp businesses. Coupled with G. W. Schlichten’s decorticating machine that was patented in 1917, hemp is now a mass produced, viable paper source, half the cost of tree-pulp paper.

1937–Du Pont’s Annual Report to its stockholders strongly urges continued investment in its new but not yet accepted petrochemical synthetic products. Here are the conspiratorial keywords in that report: Du Pont is anticipating "radical changes" from "the revenue raising power of government" that will soon be converted into an instrument for "forcing acceptance of sudden new ideas of industrial and social reorganization."* Du Pont Company annual report, 1937.

It is clear from this report that Du Pont knew something neither their investors nor the general public knew, namely that the Marijuana Tax Bill was going to make it impossible to continue using plant biomass for industrial production. Only a handful of rich industrialists knew that their chief potential competitor, hemp, was what was being outlawed under the name of "marijuana."

Note: If hemp had not been made illegal 80% of Du Pont’s business would never have come to be nor would the majority of global warming and the pollution inflicted in our Northwestern and Southeastern rivers have occurred.

ahhh!!!! I am in FLA!! tampa was a place i used to lived during my childhood. ahh, anyway, That was very intresting lilli, U provided so much information in a short time!!! Where the heck did u find all of those informations??? I need a history site related to hemp and cannabis. I need deeper and more truthful information!
