U.S. Military Is 'Baiting' civillians in Iraq

Civilians struggling to survive in a prolonged war zone are likely to pick up anything that might be of value -- that could be sold or traded for food or medicine or clean water...

It doesn't make them a "suspect."

Everything has gotten out of hand -- both at home and abroad.

This is how hunters hunt certain game. For instance, Bear. Many states allow hunters to "Bait" there hunting stands.. This can also be done with deer...

Not very fair here as anyone can pick up something that looks unusual and walk away with it but here we are... Baiting Humans.

ok so if they are that hard up for targets why do they need 169k troops out there? Oh yeah they don't but it makes for a nice paycheck for Bush's friends.
