Increased number of fights on Big Island campuses a 'serious concern'

Editor's note: This is the first installment in a three-day series of articles examining the rising violence in Hawaii Island schools.
The Big Island is facing a crisis of escalating school violence.
According to educational and fiscal accountability reports mandated by federal law, 26 out of 39 Hawaii Island schools saw increases in violence in 2005, the latest year that statistics are available.
Kids say there have been plenty of fights, and parents are fed up. School administrators are trying to curb the problem with new programs, and the state Board of Education is asking how it can help in that effort.
Nevertheless, Big Island kids mostly say they feel safe going to school every day.
At Hilo High School, violent incident citations more than doubled from 2003-04 to 2004-05, from eight to 21 incidents per 1,000 kids. At Kalanianaole Elementary and Intermediate, which had 372 students in 2005, violent incidents went from three to a whopping 48 per 1,000 kids. Konawaena High had 50, up from 20. Waiakea High and Waiakea Intermediate also saw notable increases in violence, along with schools in the Pahoa, Keaau, Kealakehe, Honokaa and Ka'u complexes.
"In the beginning, there were two scraps a day," Waiakea High senior Kiku Toledo told the Tribune-Herald recently. "I got suspended the first day. It's all about talk."
"We had (Lt. Gov.) Duke Aiona on campus speaking about respect. After that, we had two girls fighting right in front of the doors after the assembly," said Waiakea High junior Tyneski Quintel. "I saw one girl grab another and shove her against the curb. It was pretty bad. I thought it was so disrespectful how the girls did that right after we went through the whole thing."
School administrators and Board of Education members agree the problem is on the uptick and must be addressed. Some even say the numbers may not reflect the scope of the problem, since many incidents go unreported.
"We don't know why it's rising," said Herbert Watanabe, BOE vice chairman and ad hoc safety committee member who represents the Big Island. "There has been a lot of fighting, stink eye, gang fights and incidents. It's a very serious concern. In some cases, state law may need to be changed to allow us to do some things."
Watanabe called for better communication and cooperation between schools, law enforcement and prosecutors.
"We need to get help from whoever we can to address this," he said.
BOE member Darwin Ching, chairman of the ad hoc safety committee, is writing a report on school violence following meetings with parents, administrators, police and prosecutors. Board ombudsman Beth McKeen is recommending stiff new sanctions and intervention for kids who seriously injure other students. The board will soon decide if changes need to be made to Chapter 19 of state administrative rules governing school violence reporting, student misconduct and discipline.
If the board pursues rule changes, public hearings will be held to give parents and anyone else the chance to weigh in before the revisions go to the governor to be signed into law.
"The process could take six months to a year," Watanabe said. "Hopefully we can get it done sooner."
FIGHTS MOSTLY AMONG NINTH-GRADERS
Big Island school administrators say the violence here is mostly classic stuff: kids using their fists to sort things out.
They're also using MySpace.com -- a wildly popular Web site that invites youth to create their own home pages -- to escalate cycles of violence. Kids post nasty messages about each other, or use cell phone cameras to take pictures of fights and upload them onto MySpace. Other kids see the postings and go looking for trouble. That helped Hilo High administrators decide to ban cell phones on campus recently.
The majority of fights at Hilo High are in the lower grade levels, a trend that holds true across schools as younger kids battle for a place in their new environment.
"The fighting is more prevalent among ninth-graders who don't know how to deal with their problems," Hilo High Principal Robert Dircks said. "Maturity levels have a lot to do with it. Fighting is almost zero among seniors, who have a lot more to lose with graduation coming, are starting to enter the workplace and take college classes, and have better role models."
Hilo High 10th-graders James Yoshimoto and Karl Ancheta stay out of trouble by going to the school library. By the time they hear about a fight and get there, it's over, said Yoshimoto.
Usually there's at least a fight a day, Yoshimoto said. It doesn't always get better as the year goes on and students adjust; sometimes it gets worse. Ancheta agreed.
"The patio, parking lots, there's a lot of fighting there," Yoshimoto said. "Boyfriend, girlfriend stuff, people talking trash about each other."
Dircks stressed that Hilo High doesn't have a gang problem. He said the school also doesn't have large problems with violence compared to other Big Island schools or the rest of the nation. Ask the kids and they'll tell you they generally feel safe, he said.
But he agrees that violence is indeed on the rise. The school has tracked about a dozen fist fights and a case of assault since July.
"I've let my administration and security know we need to keep an eye on it," Dircks said.
He thinks the cell phone ban has helped kids get back to talking out their problems with each other instead of escaping to cyberspace.
"Kids are talking instead of sitting in a corner on their cell phone," he said. "Communication has increased greatly."
A lot of kids polled at Hilo High agree that 2005-06 was a problem year and that things have gotten better since then.
"Last year was real bad. We had 10 fights a week, lots of trouble with Waiakea boys," said 10th-grader Mia Pola.
Despite violence, Hilo and Waiakea High students say they generally feel safe at school.
"I know there's a lot of fights, but it's fairly stupid stuff, mostly the freshmen. I think there's a couple of problem kids, that's about it," said a Hilo High student who wished to identified simply as Kamalie.
Konawaena High saw violent incidents increase from 20 per 1,000 in 2004 to 50 per 1,000 in 2005 -- mostly scraps generated by rumors, "cyberbullying," or incidents that started off-campus and continued on to school.
Escalating violence caught the school by surprise, one parent says. Now, Konawaena is reaching out to incoming freshman with a new peer education program, where a group of trained students teach anti-bully techniques to classmates.
"We're trying to target freshmen so they know what high school is all about," said Konawaena Spanish teacher and School Community Council chairwoman Lydia Woerner, who noted that most of the incidents are played out by a limited group of repeat offenders. "Some kids come in from the intermediate level; it's a real shock and they act out."
In other parts of the state, the 8,206-student Farrington Complex on Oahu had five violence citations per 1,000 kids, down from eight in 2003-04; the 6,636-student Roosevelt Complex had 10 violations per 1,000, down from 13 the previous year. That's lower than some Big Island schools, but Farrington recently experienced a flare-up in gang activity, where violence in late September damaged the eyesight of one youth and led to charges against several others.
The statewide average for Hawaii secondary schools was 14 violence citations per 1,000 students in 2005, down from 15 the year before. Average elementary school violence was up to three incidents from two.
SOME SCHOOLS RESPOND
Hilo High is cutting its teeth on a new anti-bullying program funded by the Hilo High Foundation. The program brings ninth-, 10th- and 11th-graders to the table to sort out their problems.
Staff is teaching kids about accepting differences and working to catch angry youth before the rage boils over, calling them in and mediating, trying to "squash it at the outset," Dircks said.
"We just rolled the program out. It hasn't been implemented to the point we would like," he said.
While violence reports for 2004-05 were up at Big Island schools as a whole, some individual schools were down, including Laupahoehoe, Honaunau, Kohala High, Kaumana Elementary and Ka'u High.
At Kohala High, administrators say a tight community, peer review and mentorship help keep violence down. Keaau Middle has responded to violence reports by opening gym doors and keeping kids busy with sports during lunch breaks.
Waiakea and Honokaa elementary schools were recently awarded $38,000 each in federal matching grants to start a year-long program to reduce bullying. But that kind of money will be harder to come by in the future.
Federal funding to combat violence and substance abuse in schools declined from $439 million in 2001 to $346 million this year, with the Bush administration pushing to cut the program altogether and the Office of Budget and Management rating the program as ineffective.
HOW ACCURATE ARE -THE NUMBERS?
Patricia Nekoba, the principal of Waiakea High, offers a critical perspective on the statistics in trend reports, saying the numbers reflect a change in reporting procedures. She wonders aloud if the media are hyping the problem.
"I don't think the violence level has changed, it's just being reported differently," she said. "The data is being used in ways that generate people's excitement."
As far as tackling the issues that do exist, school staff has addressed bullying, but society as a whole needs to be involved, Nekoba said. Parents must be informed and schools need more support with greater numbers of counselors and other staff, she said. That includes board support with funding, stronger policy and assistance across agencies.
"If the board is saying violence is increasing, it's because they're looking at that data. But the data needs to be scrutinized," she said.
Other Hawaii education officials have said there were changes in reporting procedures several years ago, and unrecorded or lost data from three to four years ago may have skewed the numbers.
BOE critics have their own concerns about schools underreporting incidents to avoid image problems.
Skeptics of school violence reports in general say the statistics are unreliable because there are no uniform standards for defining violence, making it hard to compare violence not just across states but even among schools.

Rally is heard to curb school violence

Editor's note: This is the second installment in a three-day series of articles examining the rising violence in Hawaii Island schools.
Parents worried about escalating school violence are calling for two measures that may appear deceptively simple: more community involvement and better communication. Communication not just between parents and educators, but between parents and kids.
A lot of students would rather put up with the bullying and strife than call their parents into the situation.
"I have one daughter in school. I have to peel information out of her," said Debbie Hedemann, who makes a point of staying involved at Konawaena High School, where school violence reports more than doubled from 2004 to 2005.
"Talking with other parents, they had no idea there was any violence at all at school this past year," Hedemann said. "Kids don't tell you anything; you never know the truth of the matter."
A Board of Education committee on school safety has been voicing similar concerns at a different level, calling for better communication and collaboration among the tiers of authority within schools and at the State Department of Education, plus more information-sharing between agencies like the schools, police and courts, better reporting of incidents and a shared, centralized database where violent incidents are recorded and tracked.
Some are calling for an overhaul of Chapter 19, the state administrative rules governing violence, discipline and misconduct in schools.
Parents who complain about a sluggish school bureaucracy hope it's more than lip service.
No one is saying school violence will be an easy nut to crack.
Beth McKeen, the BOE ombudsman who deals regularly with individual schools and complaints from parents, is trying to piece together the puzzle of cause and effect.
She's recommending longer suspension times for kids who cause serious injuries, better reporting of incidents, stronger backing of teachers, and policy-level language defining what administrators must do in an investigation of misconduct.
"When someone reports a violent incident, then the question arises, does the system handle it well?" McKeen said. "The board is trying to answer that question to help enhance a non-violent atmosphere."
Everyone agrees that more attention needs to be paid to youths. The details are trickier. Intervention services for high-risk kids are in short supply. Parents are busy. Vice principals and teachers on the front lines have their hands full.
"Our society has gotten so busy, we've forgotten what's really important; you can't ask a school to raise a child," said Hedemann, a member of the Konawaena School Community Council, which brings parents, administrators and teachers to the same table to hash out concerns. "You can ask for a safe environment, but that's getting harder and harder.
"It's so time-consuming at the vice principal's office to get a resolution. It's hard to make your energy fruitful, so people stay away."
School violence problems aren't just here on the Big Isle. Sydney Rosen, founder and CEO of the Oahu-based youth intervention program Adult Friends For Youth, has dealt with more than two dozen youth gangs since 1996. He says plenty of lip service is given to making kids a priority, but that kids are put on the back burner until they start acting out.
"Youth gangs are exploding on Oahu," he said.
School staff people know who the violence-prone kids are, but don't have support services available to which they can refer them, said Rosen. There also seems to be a disconnect between schools and the community. Violent kids may get expelled but continue to hold their status off campus, in effect shifting the problem elsewhere. Youth services to address such kids are next to non-existent in Hawaii, he says.
"The problem is that nothing is being done. We don't spend the money to solve the problem," he said. "It's economically to everyone's advantage if we can turn these kids around and employ them rather than put them in jail. Don't condemn them prematurely. That's what's happening."
U.S. Attorney for Hawaii Edward Kubo said he's noticed a slide in respect, self-esteem and tolerance among high school students. He is calling for more mentorship programs, school safety managers and drug counselors. Kubo told BOE committee members he'd like to see a centrally-located "clearinghouse" where school violence problems are documented and shared.
OMBUDSMAN RECOMMENDS CHANGES
When a teacher experiences a recurrent problem with a student, the matter usually ends up at the principal's office. Vice principals who deal with student conduct every day find themselves being judges over what happened between student and teacher. McKeen is recommending that teachers be given more credibility in such conflicts in schools across the state.
McKeen recently made the following statements in a memo to the BOE:
"One very astute (in my opinion) teacher remarked to me that the teacher writes a referral to the administration. Then, when the student talks to the administration, there is another version exonerating the student. At this point the referral morphs from being a report and request for discipline into a teacher versus student face-off with the administrator being the referee who decides who will 'win' the credibility contest. Does the board want to have Chapter 19 give the presumption of accurate reporting to the teacher unless there is substantial and unbiased witness account to the contrary?"
McKeen is also recommending that the board encourage accurate reporting of violence so that a clearer picture emerges of the situations at specific schools. This would include making sure serious offenses aren't minimized.
"I have heard from several complainants that some school administrators 'demote' offenses that would rise to Class A, B or - in an effort to avoid giving a longer than 10-day suspension for two purposes: a longer-than-10-day suspension allows the parent to appeal and 2) a Class A, B or - offense 'makes the school look bad' and affects the administrator's performance evaluation. Both are disincentives to accurate assessment and reporting of offenses," McKeen wrote.
According to one complaint received at the ombudsman's office, a violent student seriously injured another youth and received a 10-day suspension. The perpetrator then returned to school but the victim stayed away, afraid to return.
McKeen is now recommending a 92-day suspension with intervention afterwards when a serious assault ends in injury.
She is also calling for a policy-level definition of investigations, including the terms "informal investigation" and "preliminary investigation," saying that reports indicate administrators interpret the meanings in a variety of ways.
While Chapter 19 contains definitions of harassment, McKeen recommends that definitions of bullying also be added. She says it could help highlight the board's intent to put a stop to aggressive behavior and also remove excuses that bullying students make for their actions.

From everything Margaret Sevilla can tell, the attack was unprovoked.
When two boys swooped down on their learning-disabled victim outside Hilo Intermediate School on a recent weekday afternoon, she figures they were picking an easy target, showing off for a group of girls standing nearby.
Sevilla watched in horror as the attackers threw roundhouse kicks at the youth's face, ribs and stomach.
The girls giggled, unsure what to do. Someone honked while driving by. Sevilla ran through traffic to the victim, who was doubled over, bruised, with blood coming from his nose.
"He was kicked in the ribs, face and stomach. No one did anything about it," she says. "I ran to get to the kid, yelling to those kids that they should be ashamed of themselves. I got a hold of the kid to make sure he didn't go out into traffic. I asked 'are you OK,' and he said, 'I want to go home.' Finally another mom said she'd go chase down those boys."
Two 13-year-old males were arrested the next morning and charged with third-degree assault against 12-year-old Arthur Cox. Hilo Intermediate Principal Elaine Christian says she cannot comment except to say the incident is in the hands of the police.
Sevilla, a parent of sons ages 14 and 17, says she's angry -- no, horrified by what she witnessed.
"I'm insulted this could go on in the neighborhood and nobody cared," she says. "There was nothing out of anybody as far as empathy from the people standing around.
"It's not even a big thing. It's an everyday occurrence over there. It's just horrible. It was so uncalled for."
Meri McPherson, Cox's mother, is just as angry as Sevilla, for the same reasons.
"These boys just jumped my son, for no apparent reason," she says. "That they had the audacity to do it without any second thought, in front of their classmates and the school. They think they are free to do it."
She believes the same two students accosted her son in the Hilo Intermediate hallway two days earlier, telling Cox to stop following them.
"The boys started kicking my son," she says of the hallway confrontation. "The school called to say my son had been beaten up and asked my permission to take him to the hospital."
Her son's ribs and stomach are sore from the latest attack, she says. The youth copes with mental disabilities and has anger management issues that she worries will worsen now as she prepares to take him to a psychiatrist.
"He's the kind of person who holds things inside. Now I have another thing I have to watch out for," she says.
Sevilla describes her house as the one kids go to when their own parents aren't home. She interacts with a lot of them and hears the stories.
"After football games, kids go out in groups to fight," she says. "Kids have nothing to do, so they pick at each other until there's a fight. I'm so upset that no one has a handle on it. No one has a way to rein these kids in."
McPherson says she knows other parents who feel the same way.
"People are so tired of it," she says.

Police are investigating County Council Chairman Stacy Higa for allegedly harassing a man at Sunday's fundraiser for Kona Community Hospital.
It is the second time this year Higa has been accused of harassment.
Police confirmed they have initiated a criminal complaint identifying a council member as a suspect, although they would not identify the individual because no charges have been filed. Police said at about 5 p.m. Sunday, Kona patrol officers filed the complaint on behalf of a 54-year-old man alleging that he was threatened by a council member while at Pualani Estates Park earlier that day.
Higa confirmed to Stephens Media that he was involved in an altercation with Kailua-Kona resident Matthew Binder, an account also confirmed by Binder, and several others at the fundraiser for earthquake damage to Kona Community Hospital, organized and sponsored by the Friends of Virginia Isbell. Binder confirmed filing the complaint with police.
According to Binder, an admitted supporter of Isbell's opponent Brenda Ford, he saw an ad in the paper for Sunday's fundraiser and decided to attend and made a $25 donation to the Kona Community Hospital Foundation. Binder said he saw Higa sitting next to two people wearing Isbell campaign shirts and snapped a picture. At that point, Binder alleges that one of the men with Higa approached him and told him he can't use any pictures of the chairman without permission. Binder said he then approached Higa and asked for permission to take his picture.
"He came on strong at that point and said this was a private event and asked me if I was paparazzi," Binder said.
After more words were exchanged between the men, Binder said Higa threatened to break his camera and then instructed the two men a _________________

"He waived his hand like a mafia don, and they came at me, and I retreated to the heart of the crowd," Binder said. "They tried to get me to 'go for a walk' but I refused. I was shaking. I mean, these guys, they looked like they meant business, and I took it seriously."
Binder said he told several people at the event of the incident, including Isbell. Binder claimed Isbell said that "he probably deserved it."
Isbell said Monday that she did say something of that nature to Binder, but said as a bystander, it appeared Binder was creating the problem.
"I said, 'Matt, you are supposed to be here enjoying the afternoon and entertainment. You are really creating a problem,'" Isbell said. "I just felt it was a total waste of time and walked away from it. ... It was a really nice event. It was going great until Matt decided to get in (Higa's) face and take a picture."
According to Higa's version of events, he was attending "a private function" for the hospital, when Binder walked within five to 10 feet of his face and took his picture. Higa said when he confronted Binder about his behavior, "he became mouthy and wordy with me."
"I did what I had to do to defend myself," Higa said.
Higa said he has not been contacted by police. Higa added that if harassment charges are filed against him, he will "probably file harassment charges against (Binder)."
Charles Flaherty, a Ford supporter attending the event on behalf of the Hokulia Foundation, which made a $1,000 donation, said he did not witness the confrontation, but tried to calm everyone in the aftermath.
"Everyone behaved badly in this incident. It's very unfortunate and distracted from the event," Flaherty said. "There's no question (Binder) was about to be escorted out against his will. There were two men on both sides of him ready to remove him."
In March, a secretary for Puna Councilman Gary Safarik filed a harassment and workplace violence complaint against Higa for allegedly yelling at her, moving her to tears. The County Clerk cleared Higa of any wrongdoing in the incident.
Police ask that anyone who witnessed Sunday's incident to call Detective Bradley Freitas at 326-4646, extension 228, or the police nonemergency number at 935-3311.

Police now expect trouble when a big event hits town

A bottle exploded on the roof of a police car. A Shooters Bar & Grill employee was maced by a would-be patron. Security staff and police ducked flying bottles. Fists flew, ambulances showed up, and the mob scene dragged on for two and half hours.
Welcome to Banyan Drive, early morning Sunday, Oct. 22.
It was more than just a usual night of fun as crowds of rowdy individuals mixed it up in front of Shooters. There were so many people in the street out front that motorists couldn't get through.
Bayview Banyan tenant Kele Spicer watched it all from the steps of a building one door down from Shooters. He's sure the crowd was pumped up from the "Beatdown II" martial arts event held earlier that night at the Hilo Civic Auditorium.
"I'd say there were 15 police cars," he said. "They all got out and they looked like a platoon. I saw a beer bottle shatter on the roof of a police car. Rocks hit a parked SUV."
Hilo Police Sgt. Richard Miyamoto said this is what the department has come to expect on big event weekends. Disturbances started as soon as the auditorium event let out and just got worse as the night went on. Uncle Mikey's closed down, then everyone was at Shooters. Then Shooters closed down and everyone was in the street. That's when it got really ugly.
As soon as officers broke up one fight, another started. They were ducking bottles that shattered on cars.
"Because there were so many people, we probably didn't pick up as many as we should have. We didn't have the manpower," Miyamoto said. "It started at 3 a.m. and I couldn't release my guys until 5:30 a.m. It took two and a half hours for us to disperse enough people to say it was safe for us to leave the area."
The mood was reminiscent of an incident 16 years ago where one Hilo officer died, Miyamoto said.
"We were extremely lucky no officers and no members of the public were seriously hurt," he said.
Shooters owner Ken Takahashi said the incident was atypical, fueled by a pack of disgruntled people whom Shooters staff turned away because they knew they were troublemakers.
He said police arrested a few people, but not enough. Police took seven into custody. Four were charged with disorderly conduct and failure to disperse.
"They had nothing to do with our club because we didn't let them in. We can't control them when they are off our property," Takahashi said.
Others say similar incidents involving fights and rowdiness are all too common on the horseshoe-shaped strip of bayfront hotels, condos and eateries.
"Sometimes the road is filled with people," said one Reeds Bay resident who withheld his name. "They stop traffic, there's so many of them out there beefing it up. I don't even get up anymore."
Added Spicer: "They also had some rowdiness down here about a month ago. Cops had a guy down here; an ambulance was fixing him up. They were all pumped up on ice. Someone went home and got the cousins. That was when it got rowdy."
Takahashi blames the disturbances on a lack of centralized parking where staff could keep an eye on patrons. He can't control what happens on the long stretch of street where people end up parking. He said he and the hotel operators have also pressed the county for a police substation on Banyan, where the unsafe atmosphere keeps tourists indoors at night.
"Every hotel has offered free space for the substation. I said right in front of my door would be a great spot. The county hasn't done anything," he said.
Takahashi said he complies with noise ordinances and makes every effort to be a good neighbor. He said he had conferred with his head of security and believed the scene had been staged.
"They were all at another club saying if we didn't let them in, they were going to start a riot. I want to press charges, but they were never in my club," he said.
Takahashi said he has already complied with community requests for soundproofing and more security.
"We've done everything people have asked," he said. "I'd love to listen to the community if they have any more suggestions."
Miyamoto said he's not sure whether it's worse to have people strung out along the street or all together in one big parking lot, like the one across from the Naniloa Volcanoes Resort. Late-night revelers used to gather there until the Naniloa blocked off the lot.
"If it's a big area, it stretches our officers out, but if people are all together in one place, it can be a huge fight," he said.

Schools look to curb violence

Officials searching for creative ways to stop bad behavior from students

Editor's note: This is the third installment in a three-day series of articles examining the rising violence in Hawaii Island schools.
Big Island schools administrators don't appear to be sitting back and ignoring bad student behavior.
Many have launched anti-bullying campaigns, created school safety task forces and worked to get students to accept differences that can lead to violence.
Administrators say the measures have already made schools safer, and they're hopeful that getting kids involved in the process will help promote a new, healthier mindset toward violence At Keaau Middle School, violence jumped from 83 incidents to 126 incidents per 1,000 students from 2003-04 to 2004-05.
Idle kids on lunch break were mixing it up with newcomers, said school Principal Jamil Ahmadia, so administrators decided to take the bull by the horns. Keaau Middle opened the gyms during all recesses and launched intramural sports programs staffed by teachers volunteering their time.
The result?
"The campus is so different this year than in the past; you can feel it when you come here," said Ahmadia, who oversees just under 600 students and estimates that violent incidents are down 50 percent since 2005.
Keaau Middle began an open-door policy, encouraging parents to sit down with their kids and meet the teachers, along with bringing athletes to school to talk to kids about sports and ways to steer clear of trouble.
"We feel that parent involvement is essential to student behavior," Ahmadia said.
He hopes to soon implement a Saturday school for kids prone to violence. His administration is also considering a revised discipline plan in which parents shadow their kids during the time that they are suspended, rather than removing kids from school outright.
At Kohala High, Principal Catherine Bratt hasn't suspended one student in her 16 years at the Kapaau school of 289 students. She prefers a community-based approach to intervention and thinks it has helped her school, but says that each class has its unique characteristics that may show up in violence reports. She doesn't think Kohala High is large enough to reflect accurately in the annual trend statistics. Violent incident citations at the school dropped by half at Kohala High from 2003-04 to 2004-05.
"It was a really quiet year. We had about 12 fights involving 25 kids," Bratt said. "We're small, we work hard at personalizing our relationship with students. Security, counselors, nurses, teachers, everyone, is assigned a mentor group. We meet twice a month, and one of our goals is to establish that each youngster on campus has an adult with whom they are on a one-to-one basis and feel comfortable."
The school has weekly peer review, a security person who grew up in the community and six teachers who are Kohala graduates. The school works to confront violent behavior both through discipline and counseling, Bratt said, and an anti-bullying program was launched in 2000 at the elementary school level to catch kids before negative behavior develops.
PREVENTION AT HOME OR IN SCHOOLS?
While some frustrated parents say a lethargic school bureaucracy is doing nothing useful to solve violence problems, Konawaena High parent Debbie Hedemann says you can't blame the schools.
"So now we're asking our schools to raise our kids?" she asked.
It sounds like a cliche, but the best violence prevention may start at home with a change in family attitudes, Hedemann believes.
"I would ask parents to sit down and ask their kids, 'Was there a fight at school today?'" Hedemann said. "'What did you do about it? Did you avoid it? Did you help this fight?'"
"I know the vice principals at this school are working really hard," she said. "We've started an anti-bullying program especially for ninth-graders. I think we're really trying at our school. It has calmed down, programs are in place, and I think the school is good at following Chapter 19."
Chapter 19 is the section of the state administrative rules that governs school violence reporting, student misconduct and discipline.
Hawaii County Prosecutor Jay Kimura said a recent study on juvenile crime in the county pinpoints four problem areas: family conflict, family management, early antisocial behavior and easy access to drugs.
Kimura has worked with the Office of Youth Services and the Office of Juvenile Justice, helping to create anti-bullying programs. He advocates more interagency cooperation and has told school officials he's working with the attorney general's office for greater sharing of data from the juvenile justice system so a clearer picture can develop of the situation in the districts.
Superintendent of Education Patricia Hamamoto agrees that prevention programs, mentors, plus better tracking and documentation of the incidents and responses are needed.
"Unless it's a concerted, unified, focused effort by all, making a dent isn't going to happen," Hamamoto predicted at a May safety roundtable.
Billy Kenoi, assistant to Mayor Harry Kim, has some pointers that hearken from his days as a tough youth on the streets.
"When kids feel they're getting a chance, they work hard and make good decisions; they avoid the shortcuts, the need to belong, the gang activity," he said.
Kenoi wants to see more after-school programs and ways for kids to attend them. Youths in rural areas have no transportation to and from activities that might help them stay out of trouble.
He'd love to see parks and gyms as safe havens open at night, and buses running so kids can access the services and get home safely.
"Reduce the risk factors: drugs, domestic violence, gang activity and the availability of firearms," he said. "Increase protection factors: mentoring, positive and drug-free recreational activities, safe places kids can go after school and experience something positive. Include transportation to those services."
Schools have made strides, he says, but they can't be complacent. At the Farrington Complex on Oahu, he says, gang-prevention programs received attention and funding until the incidents dropped, then the funding dried up. Now, gang violence is resurfacing.
Some parents want a bigger hammer, saying more professional security guards and police on campus would help curb violence.
"We don't really have professionally trained security," said parent Randall Yamabe, referring to Konawaena High's sprawling campus. "It's hard for the two officers we have to cover the amount of ground we have."
After watching a disabled child get kicked in the face and stomach on the street between Hilo High and Hilo Intermediate this month, Margaret Sevilla feels the same way.
"Security couldn't see or understand what was going on because there are too many kids," she said. "We need more security officers."
Others believe schools shouldn't be prisons, that finger-pointing will accomplish nothing, and that it's just terrible when people predict something awful is bound to happen here.
"I say, don't say that," said Hedemann, who shudders at the thought of the kind of bloodshed that has wracked some mainland schools recently. "It's not like that on the Big Island."
