Sunday’s A.P. story on numerous lawsuits filed against dirty cops and prosecutors for illegally stealing drug forfeitures instead of turning the funds over to the school systems never reached the pages of the local so called newspapers who protect the local corrupt officials by any means necessary even though a Sedalia man is the plaintiff in one of the cases!
Kansas City attorney Jim McMullin has filed lawsuits for several victims of corrupt police and sheriff’s departments who had their federal buddies launder 10’s of 1000’s of dollars in drug money for them before returning 90% back to them which they steal for themselves.
In January The Missouri Court of Appeals ruled that this practice violates state law and that Kansas City Police must return $34,000.00 illegally seized from Vincent Karpierz plus 9% interest from the day they took his money illegally.
One of these suits was filed in Warrensburg in the name of Sedalian Eual T. Buchner who had $19,000.00 stolen from him illegally by police in a car stop on Dec. 16,1995.
The ˝ page story which ran in The St. Louis Post Dispatch on April 8, 1991 detailing how the sheriff and his deputies illegally searched the Darrell Dean Hughes home four times without a warrant and finally found $79,120.00 cash in a tool box and stole it from the couple, was never covered by the local Sedalia media although it was a huge story nationwide.
The local media covered it up from the public just like they continue to do today to protect the dirtiest drug addicted Sheriff and Prosecutor in America from exposure to the citizens who pay their massive salaries!
In the Hughes Fiasco, the sheriff and prosecutor turned the $79,120.00 over to their federal buddies in Kansas City who kept 10% and returned over $71,000.00 to the Pettis County Drug Cartel.

DOMESTIC DISPUTE LEADS TO FORFEIT SEDALIA PAIR LOSES $79,100, AFTER DEPUTIES SEARCH THEIR PROPERTY WITHOUT A WARRANT
SEDALIA, Mo. - Sheriff's deputies here found one-twentieth of an ounce of an illegal drug in the trunk of Darrell Dean Hughes' car; so, they went five miles to his house and, without a search warrant, took $79,100 in cash that had been hidden in a locked toolbox.
At the request of the Pettis County sheriff, the U.S. Drug Enforcement Administration agreed to ''adopt'' the seizure and moved to forfeit the money under federal laws aimed at taking the assets of drug dealers. Later, the drug agency returned more than $71,000 of the proceeds to the sheriff's department.
The county prosecutor and the sheriff's office hinted that Hughes' money came from drug-trafficking.
But they never had to prove it - or present any evidence at all. They passed the money along to the federal government, and Hughes didn't follow federal procedures to challenge the seizure.
Darrell Hughes says he's no drug dealer; he said he had earned the money honestly. He said he didn't put it in a bank because he doesn't trust them.
The only drug charge he faced was for possession of methamphetamine - sometimes called speed or crank; he pleaded guilty in circuit court and was placed on probation.
Sedalia police arrested Hughes, 37, on Aug. 27, 1988, after Barbara Hughes, his former wife, told authorities he had beaten her and threatened her with a pistol. Although divorced, the two lived together in a home on a 20-acre property outside Sedalia.
Darrell Hughes, who had no previous criminal convictions, was charged with second-degree assault and unlawful flourishing of a weapon.
Police arrested him at the home of Barbara Hughes' mother in Sedalia. While there, the sheriff's deputies searched the trunk of the Hugheses' 1978 Pontiac.
They found 1.4 grams of methamphetamine.
Barbara Hughes says she agreed to the car search after deputies told her they wanted to find the pistol Hughes had threatened her with. They didn't find it in the car. They then asked her for permission to search the Hugheses' home.
She said she consented and went with the deputies to the home, five miles away.
''I let them search the place. I knew nothing was here,'' she said. ''They searched everything - the house, the shop and garage.''
After the search, the deputies left without finding the money. Barbara Hughes said she then took the $79,100 that she had hidden elsewhere, and locked it in a red toolbox in the garage. Then she drove with her parents to Kansas to stay with relatives.
The next morning, while Hughes was still in jail, sheriff's deputies returned with keys to the garage and toolbox that they had taken from Hughes when he was arrested. They did not have a search warrant.
Sgt. Joe E. Potter says deputies were looking for guns, drugs and explosives. He said one officer had noticed a couple of blasting caps at the garage. No other explosives were found, however.
Deputies found the money in the toolbox: 765 hundred-dollar bills, 16 fifty-dollar bills and 90 twenty-dollar bills crammed into a large manila envelope.
All told, sheriff's deputies searched the Hugheses' property on four separate days.
Both Darrell and Barbara Hughes said the confiscated cash was money that they had saved over a period of years from selling used cars and furniture, from rental property and from raising dogs and growing soybeans. He said he was in the car business and had sold cars for 12 years.
''It wasn't drug money,'' Barbara Hughes said.
They said they normally kept their money and other valuables in an old, large safe they owned, but that the safe wasn't working properly at the time of the seizure.
About a month after Hughes' arrest, Pettis County Sheriff Gary R. Starke asked the U.S. Drug Enforcement Administration to ''adopt'' the seizure for federal forfeiture.
The agency agreed, and the money was turned over to federal officials. The agency published three weekly notices of the seizure and gave Hughes a deadline of Dec. 20 to file a claim for the money.
On Jan. 3, 1989, Darrell Hughes pleaded guilty in Pettis County circuit court to three felony counts: assault, flourishing a weapon and the drug-possession charge. Under Missouri law, possession of any amount of methamphetamine is a felony.
Judge Donald Barnes placed him on five years' probation in accordance with the deal Hughes and his lawyer had worked out with the county prosecutor.
Willard Bunch, a lawyer from Kansas City, represented Hughes in the drug and assault case.
Bunch said Hughes did not file a claim for the money. He said he believed Hughes didn't have the $5,000 bond required to fight the forfeiture action.
''That was a shame,'' Bunch said. ''If they had been able to post the bond, I certainly be lieve at least half of the money would have had to be returned to his [former wife. She wasn't charged with anything, and the money that had been seized was  funds.''
Federal forfeiture laws do provide for the filing of a poverty oath in lieu of the bond and for the appointment of lawyers for people who can't afford one.
Because Darrell Hughes didn't challenge the seizure, the agency declared the money forfeited. The federal goverment kept $7,730 of it, and the U.S. Marshals Service returned the remaining $71,370 to the Pettis County Sheriff's Department on Aug. 30, 1989.
Darrell Hughes now works for a company that makes toolboxes. He said he had to sell his tools and other property to make ends meet.
He thinks the search was illegal.
''I just never did understand how they could sneak back here in the middle of the night with my keys and no warrant and take everything,'' he said.
But Sheriff Starke defended his actions, citing the permission given by Barbara Hughes for the initial search.
Jeff Mittelhauser, the county prosecutor, said he considered the loss of the $79,100 fair but would not say why.
''I am not sure I can explain why I thought it was fair without stating opinions about Mr. Hughes that I shouldn't state,'' he said.
The Hugheses now rent out their home and live in their garage.

Records obtained from the Pettis County Clerk and County Auditor through a Sunshine Law Request in December show that not one penny of this money was turned over to the schools or county treasury! We have no choice but to believe the stories that they kept the money for themselves and their downline of dealers!
In 1996 the sheriff’s Drug Task Force (A Drug Distribution and Murder Cartel!!) raided the farm of Glenn “Buddy” Yahne in Green Ridge after their snitch/partner Kevin O’brein infiltrated the operations there. The sheriff confiscated $335,000.00 cash, and half that much in merchandise, but the local media reported they confiscated only $140,000.00. As you can see on the attached F.B.I. report the sheriff and prosecutor laundered $140,000.00 through the agency and $126,000.00 was returned to the local cartel. Public records from the county show that only $4000 was confiscated in the raid and the rest was evidently split up between the cartel members. After O’Brien set up his buddy Buddy for the cartel, they turned the drug and chop shop operations over to Kevin to run for them which he did very well for three years until they did the same thing to him and had him do to Buddy Yahne! This time they also confiscated 146 stolen and illegal assault weapons which mysteriously disappeared .
Greg and Joyce Moon claim that the sheriff and his associates have taken over $1,000,000.00 and their $125,000.00 home from them during the past 5 years under threats of life in prison or give us everything you own!
Dillard “Ed” Lyles, a drug addicted distribution partner of City Councilman/Policeman John Fritz crossed the cartel by refusing to murder Don Waldrep for them and he was set up by his own drug bosses and sentenced to 15 years in state prison. The county prosecutor illegally took Dillard’s 1991 Cadillac and gave it to his dealers in the Sedalia Police Department. After Lyles was set up by his own bosses he deeded his home to his cousins Ricky and Mary Morris. Ricky and Mary Morris refused to sell Ed’s home on South Stewart to the prosecutor and his new wife/juvenile investigator for a measly $11,000.00 cash so the Prosecutor charged them with false crimes, and in a choice of 15 years for committing no crime at all or giving up their home, the prosecutor took the home away from them by illegally “Court Ordering” them to sell the home, give $2000.00 to Sacred Heart Catholic Church, and give 25% of the proceeds to the Sedalia School Fund! It is extremely illegal to court order someone to donate money to a church and to steal their home under threats of prison or worse!
The School Superintendent’s Office said they did not get the money! Where is it? In somebody’s offshore bank accounts, or did it go up somebody’s nose or just out of their nose in funny smelling smoke?
We are happy to announce to the taxpayers of Sedalia and Pettis County that more lawsuits are coming to force these “criminals operating under color of law” to return “ALL THE MONEY THEY HAVE STOLEN AND EXTORTED FROM THE VERY PEOPLE THEY SWORE UNDER OATH TO SERVE AND PROTECT”!
And even if it breaks the city and county treasuries we will sue for the mayors and commissioners and all their partners to force the return of the many millions they have stolen from us all! We will also force the new clean courts to return the other $106, 000,000.00 they have hidden and invested with themselves and their friends back to the taxpayers they’ve robbed blind for the past 25 years!

because the only law in Pettis County is Gary and Jeff’s Law which is written for them by Godfather “Black Jack” Bill and his underboss Big Jim!
These facts you’ve just read are just a tiny percent of 1000’s of pages of like truths filed in that federal racketeering lawsuit that the local controlled “News Cartel” loved to refer to in their FRONT PAGE LIBEL as BAZAAR AND FRIVOLOUS” !

Please allow me to introduce myself and explain why I am running for Eastern Commissioner of Pettis County. My name is Ron Greer and I come before you seeking your help. I was born in Sedalia and so were my father, his father and his father! We have been Pettis County residents since 1836. I am a sixth generation Sedalian. I went to Washington Elementary School and Smith Cotton High School. As a young patriot I quit high school to join the U. S. Army. While serving my country I received my G.E.D. from the University of Maryland. I also got 27 hours credit for business administration or CPA. I gave the Sedalia Democrat all these facts in my candidate resume but they deliberately chose to leave the following facts out of the small article they did after I filed for Eastern Commissioner: "20 years after I served my country when I was 40 years old, I went to State Fair Community College and earned 96 credits with a GPA of 2.66, more than enough for my associates degree."
They wanted you to think I only had a G. E. D.!
The Sedalia Democrat has again praised their chosen ones and attempted to stop The Only Candidate who's trying to expose their fellow Enterprise Zone Recipient's tax abatements while we pay their taxes ! I never had it made and have worked hard all my life, that's why I hate to see all the corruption in local politics! The money they take and waste is from the little guy who can least afford to lose it! I've driven a school bus, a tour bus, a semi over the road, and a moving van all over the United States, and Unlike my opponents I have over 10 years experience working on roads, bridges, and pipelines !
I propose to do all I can to lower all county taxes for the disadvantaged and retired people living on social security with a gross income of $10,000 or less per person. I don't know how realistic this is, but I'm going to give it my best shot! The way I see it, the rich get richer always enjoying the largest piece of the pie. Some of us poor folks don't get a piece of the pie, and some don't even get to see the pie!
I might stand corrected, but I can't remember a county commission who cared a thing about the less fortunate or tried to help us. Lets think about this for a minute! We know what the same local politicians and their friends have done to us for years, yet we vote in the same bunch of politicians year after year and let them continue to destroy our city and county piece by piece, dollar by dollar! We should all be marching on city hall and the county courthouse demanding it all stop today! But we all know what happens to those who buck the Powers That Be, So we tend to sit back, relax, and pretend to enjoy it! We listen to other's whisper about the truth and whisper a little ourselves to those we think we can trust. If only all of us and all of our trusted friends would realize that everybody else and all their friends are saying the same things. But they too are all afraid the powerful politicians will find out we too know the truth about them! I don't remember any time in County history when so many politicians are quitting county politics because it is so dirty! Some are dropping out and refusing to continue the cover-ups to save themselves. I won't dwell on most of the corruption at this time because I fear for my life.
It's no delusion folks, on February 3rd of this year a lady without car insurance ran into my car which was legally parked across the street from my home. I called the Sedalia Police and they refused to charge her for hitting my van or for not having insurance. My home has been shot up and my "Enterprise Zone Truth" billboard has been turned over numerous times! In early March a man broke into my home, assaulted me, and tried to kill me. During his assault I grabbed my pistol and fired a shot in the air to save my own life. The Sedalia Police refused to charge the man with anything at all, But they did illegally confiscate my pistol without a warrant, and refuse to return it ! I am a disabled Vietnam Era Veteran and they have deliberately left me with no way to protect myself from further assaults !
The "POWERS THAT BE" don't want anybody in the courthouse or city hall who they cannot totally control. They all know that just "One Clean Link" in their massive political machine's chain could make the dominoes fall all the way back to the 1950's.
Believe me my friends THEY WILL NEVER CONTROL ME and they all know it! There's a lot more I could elaborate on, but will save that for one on ones with each of you because of the danger involved.
I am well aware that The "Powers That Be" will tell you I'm Crazy, Stupid, a Trouble Maker, and some- body just trying to stir up trouble for those they claim are devout community servants! Some of these so called 'Community Servants' are millionaires who pay no property taxes and state income taxes due to unethical expansions of the Enterprise Zone! They and their friends pay no tax at all on their "Attorney Offices On The Town Square", Doctor's offices, newly paved parking lots, empty warehouses with no employees, and car washes which were all illegal originally? But we know these poor, needy, tax abated, poverty stricken millionaires and politicians need for us poor folks to pay their taxes for them so they can spend their tax money on their businesses, country club memberships, and finest schools for their kids while some of us half starve! IN FACT they pay no property taxes year after year on $48,000,000.00 (YES 48 MILLION !) in Prime Real Estate while the poor common folks like us pay all their taxes for them!
Our last two mayors and the City Council expanded the Enterprise Zone several times to include many businesses outside the original zone. The original law was to give tax breaks to people who start up a new business in the Northeast Part of Sedalia . The businesses had to be in an area of town where the average family income is below 50% of poverty level and had to be an area which has at have least 50% unemployment.This was to help poor people in depressed areas, not to make politicians millioniares !
The original Sedalia Enterprise Zone Scam was drafted by Steve Dust former mayor of Sedalia while he worked for The Missouri Department of Consumer Affairs which was predecessor of the present Department of Economic Development(see Sedalia Democrat Jan. 3rd and 6th, 1991)! After Dust wrote the legislation for Sedalia Business Owners and City, County and State Officials he left his state job to become president of a Sedalia Construction Company. He was then put in office as mayor.
Dust was removed as Mayor of Sedalia after THE CLEAN city councilman notified the F.B.I. of his addition of his own company's new warehouse at 923 N. Grand to the abatement list and for not letting bids on City Bond Sponsored Construction Contracts he gave to his own company. Surprise !! That warehouse is still # 22 on the March 2000 Abatement list?? (see attached list?)
On August 28, 1991 John KIiendeinst director of the State Enterprise Zone program at D.E.D. wrote and passed a law for the sole purpose of "STOPPING ABUSE OF THE SEDALIA PROGRAM" ! The new law required the business be a New Manufacturing Business with at least 50 EMPLOYEES each working an average minimum of 32 HOURS A WEEK all year. Any business who dropped below this level must be removed by the Sedalia City Council who has always had Sole Control over The Zone under the state law! It was always illegal for any present business to move into the zone and start getting tax abatements! In 1999 our State Senator wrote and sponsored his own bill #SB 475 to allow his campaign treasurer's beer company, and his own radio station, and other present businesses to move into the zone and not pay property taxes and to get a rebate of 50% of their State Income Taxes for the next 10 years. Immediately the Sedalia City Council voted to add our senator's radio station (#85 1999 List) to get a $200,000 tax abatement and his campaign manager and treasurer's beer distribution company (#79 1999 list) to pay no property taxes on their new warehouse facility shown as getting a $1,962,900.00 ( YES ONE MILLION NINE HUNDRED AND SIXTY TWO THOUSAND NINE HUNDRED DOLLARS)!! The New Law also allowed these businesses to have only 2 employees and added empty warehouses to the list of businesses who could get abatements without any employees at all! (See the 1999 list) # 77 @ $1,025,000.00 and #78 @ $898,700.00 are two metal warehouses built by the same company Steve Dust was president of . I am told that these half finished warehouses are used to store car wheels for the ex-mayor's business which is #15 with $118,000.00 abatement! The city council recently raised his abatement from $58,000.00! The warehouse abatements mail to a trucking company on North Missouri in Sedalia ! Any taxpayer can quickly see that something is bad wrong here! Repeated attempts by myself and other citizens to get any information at all from the Mayor, Sedalia City Administrator, City Council members, Pettis County Assessor, and County Commission under the Sunshine Law have been totally fruitless! The City administrator says he doesn't know how the individual condo's at Winchester West are getting almost $30,000 abatement each and says he doesn't know how all the illegal businesses got on the list! The Mayor and council members say pretty close to the same lies! Since they all refuse to let us see public information, I can't find out if the figures are for each year or are a total over the 10 year period . I do know that they are all Automatically extended another 10 years each time the present 10 years runs out!
We can easily see that we're getting robbed by the Politicians getting abatements for their own businesses and those of their millionaire friends!!
In March and April I made numerous requests for public documents to Mayor Gray, the city administrator, the city council, the city and county records custodians, Todd Smith, all county commissioners, and County Clerk Pam Doane for copies of The city and county Annual Financial Statements and a list of Zone Abatements which the county assessor is required by law to send to the state in October of each odd numbered year. The city claimed they do not do a financial statement, so I called city administrator Irl Tessendorf on a conference call with a campaign supporter. I asked him why they refused my access to the financial reports that are required to be filed by Federal Statute. Tessendorf lied to us saying there is no such report and that he knows nothing about the Enterprise Zone. The county clerk sold me copies of their 1996-1998 FAKE AUDITS of the county for which they had paid a local CPA firm $7280.00 each year to produce. She charged me $16 for the copies, saying they do not do a financial statement. After these refusals I called state Auditor Claire McCaskill and complained about these Blatant Sunshine Law Violations and received a copy of the 102 page Sedalia City audit for 1998 the very next day!
It didn't take long for me to find out the following facts they've kept from us all for years;
1. The City of Sedalia owns Bothwell Hospital !
2. The City recently purchased Osage Valley Hospital in Warsaw with our tax dollars!
3. We pay employees there (in Benton County!) with our tax dollars also !
4. The hospital has over $30 MILLION DOLLARS in Excess Unreserved Funds !
5. Much of these millions are in UNSECURED ACCOUNTS !
6. The Booneville CPA firm states that the city could lose the funds and the collateral !
7. The Sedalia Water Department has over $8 million dollars in Excess Ureserved Funds!
8. The Sedalia Sewer Department has over $10 Million dollars in Excess Unreserved Funds as a result of their illegal sewer usage tax increase which we were never allowed to vote on since they made it a fee claiming it is not a tax! Last week the Sedalia Democrat said they will have another $800,000.00 Excess this year !
Wow !! Close to $11,000,000.00 !
9. The C.P.A.'s states that they did not audit the Hospital, sewer and water departments, they only used the figures given to them by another firm who did these 10. Legally this money should he returned to the taxpayers!
11. The City of Sedalia took $1.6 million dollars from taxpayers last year through a SECRET "Mass Transit Tax!!??
12. "The City of Sedalia has over $56 MILLION in the bank and in stocks and bonds"!
13. Sedalia's city tax is higher than 97% of Missouri Cities! Only areas in St. Louis and Kansas City are as high!
14. County employees regularly write checks on "THE ILLEGAL BANK ACCOUNTS HELD OUTSIDE THE COUNTY TREASURY"!
15. The County collector distributes funds directly to County Offices without the money ever passing through the treasurer's office as required by law!
16. The 1998 Sedalia 200 School District Audit I recieved today from the state shows a 1998 revenue of $14,042,358.00; Expenditures of $8,830,296.00; and EXCESS OF REVENUES COLLECTED OVER EXPENDITURES PAID OF $5,212,062.00 !
17. In this "Claimed Audit" Kingsolver and Jennings, CPA's,PC admit that the audit does not include the General Fixed Asset Account Group and Long Term Dept Group, which has to be included under Missouri State Statutes !
Therefore in my opinion this is not an audit at all, just another tax dollar paid coverup to make the people vote for more taxes, which will be stolen by the same politicians that have been robbing the city and county blind for many years!

IT'S HIGH TIME WE MADE THEM STOP ALL THIS CORRUPTION AND REPAY THE MILLIONS STOLEN FROM US, OUR KIDS, AND OUR SCHOOLS WHILE THEY GET RICHER, AND RICHER !
I know what they always do to us who have NO PUPPET STRINGS for them to pull, and I am prepared to make that sacrifice. I hope you will support me as I stand to protect our rights to petition our leaders to address our grievances ! They will never answer your or my questions about where the millions have gone? As usual, they will just "Smear The Messenger of Truth" and continue to hide behind their own transgressions!
Did you know that the City of Sedalia and Pettis County have never been audited by The State Auditor's office like all others in Missouri are regularly ! Our City and County Fathers chose many years ago to have their friends do fake audits to cover-up all the corruption and all the missing millions ! That's why we are getting signatures on a petition for our State Auditor to do it for us by doing the "First Ever State Audits" !
If I sound like someone who is mad its because I am folks! I'm Mad As Hell for what they are doing to we the people, especially us less fortunate!
John Kennedy said "Don't ask what your country can do for you, ask what you can do for your country". I believe this should be practiced right down to city and county level.
All of You can do something for your county by electing someone who has your best interest at heart, not someone who is just catering to the rich. Folks, it is your constitutional right to elect someone who has your best interest at heart. In fact it's your duty as a citizen to protect your and your futures and your children's futures by doing so.
I thank you sincerely for giving me the opportunity to express my ideas and concerns to you and to ask you to vote, vote ,vote!! Over a million proud, brave Americans have given their lives to guarantee you the right to vote. Use those rights, take charge, and vote, or you may very well lose those rights! I hope you are all registered to vote. If you're not, call me and I will help you get registered. If you have no way to get to the polls, I will see that you get an absentee ballot.

All the promises and good intentions in the world are just thoughts unless one is in the position to implement them ! Ronnie , who is 60 years old, had drug dealers break his door down and beat him up while he was a candidate. He called the Sedalia police "DRUG SQUAD" and they came to his home and took his pistol so he could no longer defend himself against their band of killers!
