What he stated is that torture, and pain are "acceptable" if it won't cause the victim to die from the injuries.
(Read: when it's still possible to cover it up)

Yeah, afterall people DO talk about anything you want when you start to cut of little pieces or rape them with electric devices, "intelligence" can get "valueable information" this way and how else can we ever win the war on "terrorists" or even know who they are. (sarc.)
