Statewide MJ Initiative Backers Lose Court Ruling By Alan Gathright

Sponsors of a statewide measure to legalize marijuana for adults suffered a major setback this afternoon when a Denver judge rejected their challenge to a voter information booklet stating that Amendment 44 would make it legal to give pot to minors. The measure’s backers had asked Denver District Court Judge John McMullen to halt the Thursday printing of the voter information booklet, which will be sent to 2 million Colorado households. They argued that the Legislative Council had included false information about the marijuana measure while writing what's supposed to be an impartial analysis for voters.

Panel Advises Cutting Salaries At Agency By Kevin Freking

White House employees who oversee the war on drugs could be in for a huge pay cut next year. Salaries and expenses at the Office of National Drug Control Policy would fall from $26.6 million to $11.5 million under the recommendation of the Senate Appropriations Committee. The director of the office, John Walters, earns $183,500. There are 111 full-time employees at the agency. The committee's explanation: The reductions are designed to "more closely reflect actual performance."

Reflect? It's not public flogging and treason charges, but it's a start...

Marijuana Helps Patients Stay on Medication

Recovering drug addicts who are infected with hepatitis C virus may stick to their medications better if they are allowed to use marijuana, U.S. researchers reported on Wednesday. Smoking or eating cannabis may help them tolerate the side effects of the antivirals, which can clear the virus but often cause fevers, chills, and muscle and joint aches, the researchers said.

Medical marijuana users are more likely to finish Hepatitis C treatment and so are more likely to be cured, according to a newly published study conducted in San Francisco and Oakland. Other studies have shown marijuana relieves symptoms, but medical marijuana advocates said this could be the first to show improved cure rates for a life-threatening illness.

Marijuana can improve the effectiveness of drug therapy for hepatitis C, a potentially deadly viral infection that affects more than 3 million Americans, a study has found. The work adds to a growing literature supporting the notion that in some circumstances pot can offer medical benefits. Regional and national surveys, including one tracking Knoxville students, differ on whether the federal anti-drug ad campaign over several years helped reduce illegal drug use among youths. A recent analysis by the U.S. Government Accountability Office looked at a national survey by a contractor, Westat Inc., and concluded that there was "credible evidence" that a national TV, radio and print campaign "was not effective in reducing youth drug use" from 1998 to 2004.
About $1.2 billion was spent during those years, GAO found.

"up to one ounce of marijuana to another individual 15 years of age or older
as long as there is no compensation,
although possession for those under 21 years of age would remain illegal"?
You'd consider the measure for two seconds or less, declare it insane,
and decide on the spot to vote against it. Right?
Legalize the act of plying kids with drugs? Who authored such madness?

Alcohol-Marijuana Equalization Initiative

WHEREAS, according to the National Institutes of Health,
an average of 317 Americans die annually as the result of alcohol overdoses; and
WHEREAS, there has never been even a single fatal marijuana overdose recorded
in the medical literature, as noted by the British Medical Journal in September 2003; and
WHEREAS, according to U.S. Department of Justice,
“About 3 million crimes occur each year in which victims perceive the offender
to have been drinking at the time of the offense.
Among those victims who provided information about the offender’s use of alcohol,
about 35% of the victimizations involved an offender who had been drinking”; and
WHEREAS, extensive research, documented in official reports
by the British government's Advisory Council on the Misuse of Drugs
and the Canadian Senate Special Committee on Illegal Drugs, among others,
shows that -- unlike alcohol -- marijuana use is not generally a cause of violence
or aggressive behavior and in fact tends to reduce violence and aggression;
WHEREAS, it is the intent of this ordinance to have the private adult use and possession
of marijuana treated in the same manner as the private adult use and possession of alcohol.

The agency's other option is to stop embarrassing its dedicated doctors and scientists
with utterly unscientific announcements such as the recent bulletin
that smoked marijuana has no medicinal value.

Marijuana, like alcohol, is an intoxicant. With Amendment 44 on Colorado’s ballot this November, talk has focused on whether issues related to the drug would worsen if the proposal passes. According to the American Medical Association, marijuana can cause impairment of short-term memory, attention, motor skills, reaction time and organization of complex information. A 2001 report issued by the AMA concerning the pros and cons of medical marijuana (now legal in Colorado) found that 4 to 9 percent of marijuana users meet the diagnostic criteria for substance dependence.
