Assessment for cannabis cafes
I am proposing on this day of December 23rd 2003, that the city of Philadelphia creates 300 licenses for Cafes, and 40 for nightclubs. Cafe Licenses would cost 10,000 dollars a piece, which would include a grower’s permit to create their product. Clubs whom sell alcohol combined with cannabis will pay 50,000 dollars for the same rights as the cafes. We then will put a 10 percent tax upon each gram sold at the cafes and clubs.
The money created by the licenses would be a total of 5 million dollars. The tax would be easily assessed after one year. A financial windfall to the city would come through tourism and restaurant business. Cannabis is an appetite stimulant with no negative social side affects known in 5000 years of research.
Cannabis smoke is safe to other people unlike cigar and cigarette smoke that is proven to kill people. Alcohol is a very dangerous substance to society that the police spend most of their time dealing with. It would be a smart idea to give people another choice to pursue their constitutional right of the pursuit of happiness. I am running for office in four years for city council at large on the US marijuana party ticket. By then my case in federal court, which I was intentionally arrested to stop the ignorance about marijuana, will be complete. As I think of all the officers whom agree with me, not to mention the medical community, I get a sense that people aren't going to take it much longer.
Its time to show the world what Philadelphia can be when it comes to letting freedom ring. The liberty bell brings thousands of people to see it every year to understand where this American Revolution started. Let's do it one more time and at the same time get the money that we need for schools and child healthcare. Why would we want to bring casinos to our people when they are already so tempted by Atlantic City one hour away? So is the idea is to bring gambling to people whom already can't pay for health care? This is something that I don’t understand. Remember Gambling was Illegal until the government figured out how to make money by taxing and licensing it.
I am not about talking about taking the freedom to gamble, drink, smoke cigarettes, or cigars from anyone. I am only asking that the hundreds of millions of people whom choose to smoke cannabis be given the same rights. I do not want people to think I am proposing that children be allowed into these cafe's, the legal age will be 18 for cafes, and 21 for clubs with alcohol.
The amount of tax received if every license sold 50 pounds of cannabis a year, which I believe is a low assessment, at 10 dollars a gram. That would amount to over 7 and a half million dollars. This would mean that the city would create 5 million for the immediate funding of schools in the inner cities for materials needed. We then every year would have an extra 7 and a half million to help fund some type of child health care program.
If each cafe and nightclub had to hire ten employees each to cover the different things which would be needed to run a grow room and cafe style operation. That would give extra 3400 jobs to the city. These figures are all very low figures on the amount of cannabis sold and the amount of workers needed to handle the influx of tourism to the city. We would need to build more hotels for the number of people who would choose Philadelphia as their choice of vacation.
We would also save the US government millions of dollars by dispelling the lies they try and tell about cannabis, when Philadelphia proves that cannabis is beneficial to society, as it show in the LaGuardia Study 1938-1944. This was the most extensive report ever produced on the affects of marijuana. Which found that it is beneficial to society unlike alcohol or tobacco. There is not one case of a person being charged with vehicular manslaughter for driving under the influence of cannabis. Also never one reported case of death from cannabis use either. Please don't be mad at this proposal until you check out the facts and read the constitution. After you do that you will agree that it is impossible to protect someone from cannabis by putting him in a cell with a murderer.
