The idea was that patients would prefer a prescription from a pharmacy with a guaranteed strength and quality rather than take their chances in the commercial coffee shops. It didn't work out that way.
Dutch Minister of Health Hans Hoogervorst reported last December that the program generated a loss of almost €400,000 ($520,000) in 2004.
Of the estimated 10,000 to 15,000 patients who use cannabis for medical reasons, only between 1,000 and 1,500 have taken part in the medical cannabis program. The health ministry scaled down its expected yearly sales from between 200 and 400 kilos of marijuana to just 70 kilos (154 lbs).

there are two reasons why Dutch patients prefer to buy from coffeeshops that I heard of first hand, First of all the cannabis that is available in Dutch pharmacies is of poor quality, everyone who used it has been dissapointed. Second it is way too expensive, specially for that poor quality. The reason the quality is poor is the "scientifical approach" from the Dutch government, they have "tested and approved" poor quality cannabis to be distributed to the pharmacies. Problem with the Dutch government is that they do not listen to the experts, they wanted to re-invent the wheel and failed. (maybe on purpose btw)

Very interesting, Ferre.
Who in their right mind would expect the success of a program that offers an inferior product at a higher price? I guess this situation represents a rare opportunity for us to tell you how fucked your government's thinking is.
Allow us to savor the moment ... since it may be the only one we ever get.
