I can understand.
Folks can't go about reincarnating, willy-nilly, without the proper clearance and paper work. Why, it would become a bureaucratic nightmare.

This is about who gets to choose the next Dalai Lama.
The Tibetan monks in exile claim that they get to determine who is the next Dalai Lama, as they have since 1391.
The Chinese government, with this law, is asserting that it has the sole authority to determine who is the next Dalai Lama, an authority that it can use in its campaign of genocide against native Tibetans by depriving them of their spiritual leader.
