Yes sister, it's possible.

Say you want to center : "My signature", all you do is add the "center" html tags :

On this board, yes. not all boards on the net have the possibility, it has to be set by the board administrator.

On this board HTML tags are allowed and you can use them, a wrong use however can make your posts look different as you meant them to look. That's why you better always check the preview function when you use HTML tags.
